The percentage of people aged 28 - 35 remaining single increased abruptly between 1985 and 1990 and continued to slowly rise over the next five years.

Should be A. Parallelism "increased" and "continued"

B and C, tense issues
D - no clear referrent of "IT"
E - awkward

Only A maintained paralleism
and Slowly ( adverb) is modifying Rise( Verb ) properly
