Question : It may by another 15 years before spacecraft from earth again venture to Mars

a. again venture to Mars
b. venture again to Mars

I choose b. but it is wrong. Can someone tell me y?

Here again is used as a modifier.
It is best to place a modifier just before the word or phrase it modifies.

Now compare it with this example:
I will see him again tomorrow.
Here again is used as an adverb, hence it goes AFTER the verb.

There are finer nuances of grammar which even scholars debate upon. So you don't need to worry.
