ever more dependent on
information-based industries.

(B) lack math skills to a large enough degree that they will be difficult to absorb into a

OA is E
Question what is wrong with A?

Answer A states that it will be difficult to absorb MATH SKILLS into a city economy. The pronoun "them" is ambiguous.
