Cartographers have long struggled with the problem of having the spherical Earth to draw on a flat sheet of paper.

(C) how can one draw the spherical Earth on a flat sheet of paper

is 'they' in option D ambiguous? according to the sentence, 'cartographers' <plural> is the only subject of the sentence.
if the pronoun is not a problem, then is it the prepositional phrase 'on a flat sheet of paper' the reason to choose the OA over D?
