a- Irrelevant - passage does not talk about cost of living

b- relevant - maybe this is the reason why people living in urban areas feel disconnected with their communities - supports the argument

c- spending on children is also not mentioned in the argument - irrelevant

d- rate of violent crimes - irrelevant

e- only explanation I can give about this choice is that in Urban areas people felt disconnected so they moved to exurbia, where they felt connected with their communities. But this does not explain why people in urban areas feel disconnected with their communities, whereas people in exurbia feel connected with their communities.

So, my choice would be (B) unless I missed something about (E).
