This doesn't 'feel' like a GMAT question. The wording, especially the last two sentences feel off. Where is the question from please?

Anyway if the builder needs 11/2 ft lengths he should order 44ft lengths. This is because 11/2 44/8. If the builder orders 44ft lengths and cuts them in eigths, each length will be 44/8 = 11/2 feet long

11/2 = 5.5 ft

a.22 ( he can get 4, 5.5 ft board with 0 wastage)
b.36 (he can get 6, 5.5 ft board with 3 ft board wasted)
c.40 (he can get 7, 5.5 ft board with 1.5 ft wasted)
d.44 ( he can get 8, 5,5 ft board with 0 wastage) (answer)
e.48 ( he can get 8, 5,5 ft board with 4 ft wasted)
