IMO E

Since They has ambiguous reference in other choices.

A/B/C miss the parallel verb for 'view': 'think'.
E is using the past tense of 'will': 'would'.

IMO D is the best option.
We need the second verb think and then option D has the parallel verb forms think that they will be or could be made .....
