"of personal spending" is incorrect in this sentence as it changes its meaning completely.
that leaves us with A and B
"expectations" should follow with a future tense
"would" is enough to do that in B
Hence B is the answer

Nice analysis. I would like to extend the explanation more here.
The sentence talks about the future in the PAST. It talks about the retail sales that rose in the past and that intensified expectations. Although expectations imply future, this sentence talks about expectations in the past and thus it implies "future in the past". So, "would" is more appropriate than "will". Hence, B

In B i find one problem.
the sentence says "that personal spending in the July-September quarter would more than double"
here the comparison is between personal spending and the 1.4 percent growth rate. This seems incorrect to me.
That is why I preferred E over B.
Any thoughts?
