(C) the frequency with which the inventory turns over is often
(D) how frequently is the inventory turned over are often
(E) how frequently the inventory turns over can be


Why is D the wrong answer and E the correct one.
D seems to be in parallel with the "items are placed".

the bold part above represents the 2 considerations that can be crucial to profits. these considerations are nothing but the questions whose answers are crucial to profits.
To understand what i am trying to say, put E in the original statement and observe the intended meaning, u'll get it..

often indicates that the action happens frequently, though to maintain the original meaning we need either "can be" or "may be".
