Though once powerful political forces, labor unions have lost much of their influence, which has resulted in a political climate that some analysts claim to favor management.

1. resulting in a political climate that some analysts claim favors (right choice)

2. resulting in a political climate that some analysts claim to be in favor of (my choice)

I don't get why 2 isn't right. Is it about an idiom? I thought 1 would need an "as" to be added after claim and "favors" changed into its present participle.

Both are accurate grammatically. 1) is more succinct and thus correct.
