Many analysts have predicted that, just as the growth of democracy has generally followed industrial development in other nations, democratic institutions will soon flourish in China.

1. predicted that, just as the growth of democracy has generally followed industrial development in other nations, democratic institutions will soon flourish
2.predicted, just as democracy has generally grown following other nations' industrial development, that democratic institutions will soon flourish

However, I really don't understand what its trying to convey! I see that growth of democracy in other nations is compared to flourishment of democratic institution in China
