Plummeting costs should not encourage people to increase their cell phone usage during the hours with unlimited airtime, so the second clause doesn't follow from the first without a subordinating conjunction of contrast such as while, whereas, or although.

I would go with choice E, because it's the only answer choice that introduces this contrast between the clauses. OA?

I would go with D.

I discarded E for bad parallelism. Think of the meaning of the sentence. 'While' introduces two events that occur at the same time- therefore, the tense of the of 'plummeting cost' and 'the usage of mobile phones' should be the same. On the contrary, E introduces "has plummeted" and "are common".

IMO D.
In E, the verb tense is not consistent. The plumeting of cost and increased use of mobile phones should use consistent tense.

I would go with D.
A: "Because of" & "As" do not parallel. Fragment: "Many people" should be followed by a verb "are"
B:Fragment
C:bad parallelism. "There are many people", here "there be" means something naturally exists. In this sentence it makes no sense.
D:correct
E:bad parallelism.
