Here is my answer:

Multiply the inequality with 12 and the question becomes x>(3/10)y?

(1) says 10x > 3y ,and so you can write it as x<(3/10)y. Sufficient

(2) says 12x<4y, wich you can write as x<(4/12)y, or further simplifying as x<(1/3)y, or you can also write it as x<(3/9)y
Now you can visualize this on a number line: 3/10 is smaller than 3/9, and statement (2) says x<(3/9), which means that x can be either smaller than (3/10)y or between (3/10)y and (3/9)y. Therefore NOT sufficient.
So the answer is (A)
