IT pronoun ambiguity confusion!!

IT pronoun ambiguity confusion!!

Hi Everyone,

I just wanted to clarify this "IT" pronoun ambiguity. However, I get most of the "it" questions right but I still have confusion as to when should we consider is ambiguous and when not.

For example:

It is believed that the population of the city will be 2 million next year. ( now here what does "it" refer to)

The above example is very simple and easy to understand but sometimes "IT" appears in the middle and it is believe, it is hypothesised, it is expected....so should I assume that in those construction we can use "it" without any antecedent.

I am very confused with these construction even though I read it in the news papers and article very often but I want to have some words from GMAT experts.

Please provide some feed back.

as far as i know, i have read a lot of questions in OG series where the rest of the part mention something about the subject (who believed). for example:
it is believed by the mayor that the population of the city will increase to 2 million next year. OR it is believed that the population of the city will increase to 2 million next year; therefore, the mayor of the city made proper investment decisions.
