Does a circle intersect with axis-x?
1) The distance between the center and axis-x is greater than that between center and axis-y
2) The circle intersects with axis-y

Statement 1 implies that the circle is farther from x-axis than the y-axis, but this does not reflect if the circle intersects with the x-axis; NOT sufficient.

Statement 2 only tells that the circle intersects with y-axis; NOT sufficient.

Combining (1) and (2), again does not reflect if the circle intersects with the x-axis; NOT sufficient.

The correct answer is E.

Definitely E.
If Statement 1 told us that the x-axis was closer to the center than the y it would be sufficient but it tells us the opposite. The circle could have a huge radius and cross both axises, or a small radius and only cross the y.
