Is "However" a conjunction like "but"

I don't think "however" can be use as a conjunction to connect two independent clauses together.

For example,
'He is very frustrated, however he's keeping himself calm."

I don't think it sounds right.

Well, nonetheless, the following sentence from OG uses "however" to connect 2 sentences together.

"However much United States voters may agree that there is waste in government and that the government as a whole spends beyond its means, it is difficult to find broad support for a movement toward a minimal state. "

I think it should have been a semicolon instead of a comma?

It cannot be a semicolon. Look at only the first part of the sentence. Can it stand alone??
"However much United States voters may agree that there is waste in government and that the government as a whole spends beyond its means"
It cannot stand alone. Moreover, "However much" and "However" have different meanings.
"However much" is used to say "No matter how much they agree"
"However" is used to introduce a contrast between two clauses.
