I don't think "however" can be use as a conjunction to connect two independent clauses together.
For example,
'He is very frustrated, however he's keeping himself calm."
I don't think it sounds right.
Well, nonetheless, the following sentence from OG uses "however" to connect 2 sentences together.
"However much United States voters may agree that there is waste in government and that the government as a whole spends beyond its means, it is difficult to find broad support for a movement toward a minimal state. "
I think it should have been a semicolon instead of a comma?
