In statement 2 I think he's trying to say that N*M is divisible by 40. If that's right, here's my interpretation:

1) Only proves N has 5 as a factor, insufficient
2) Proves N*M has 40 as a factor, therefore it has 3 2's and a 5. If it has 3 2's, then it must be divisible by 8, so sufficient

Answer: B
