I think B is wordy..

A is more concise then B

B is wordy because it uses "passengers who are price-sensitive "..........A is more concise

"Price-sensitive passengers" is a less-wordy way of saying "passengers who are price-sensitive." Remember that when you've narrowed your choices down and all the remaining answers are free of discernible grammatical flaws, turn to style issues, including conciseness.
