After increasing steadily from 1995 to 2000, the percentage of students in urban middle schools suffering from diabetes or being at least 30 pounds overweight decreased the following two years, down to 42.0 percent in 2002 from 43.4 percent in 2001 and 44.7 percent in 2000.

A: suffering from diabetes or being at least 30 pounds overweight decreased the following two years, down to 42.0 percent in 2002 from 43.4 percent in 2001 and
B: suffering from diabetes or weighing at least 30 pounds too much, decreasing in the following two years, falling to 42.0 percent in 2002 from 43.4 percent in 2001 and from
C: having symptoms of diabetes or being at least 30 pounds overweight decreased the following two years, and fell to 42.0 percent in 2002 from 43.4 percent in 2001 and from
D: who either suffered from diabetes or they weighed at least 30 pounds too much, decreasing the following two years, fell to 42.0 percent in 2002 from 43.4 percent in 2001 and
E: who suffered from diabetes or weighed at least 30 pounds too much decreased the following two years, to 42.0 percent in 2002 from 43.4 percent in 2001 and

OA: E

IMO: A and E are little better choice.

I will go with E -

IMO 'suffering' (acting as a present participle - adjective) seems to modify 'schools'; moreover, parallelism is not maintained in A

I would go with E.

Since A has both "down" and "decreasing" usage.

Very good example of redundancy.

Shouldn't use both "fell" and "decreasing" at the same time.

E is the correct option.
