Hi abhasjha,

This question can be solved by TESTing Values.

We're asked if X < Y. This is a YES/NO question.

Fact 1: 2X < 3Y

If....
X = 0, Y = 1, then the answer to the question is YES.
X = 1.1, Y = 1, then the answer to the question is NO.
Fact 2 is INSUFFICIENT

Fact 2: XY > 0

This tells us that X and Y are either both positive OR both negative, but gives us no idea as to which is greater (or if they're equal to one another).
Fact 2 is INSUFFICIENT

Combined, we know....
2X < 3Y
X and Y are both positive or both negative

If...
X = 1.1, Y = 1, then the answer to the question is NO
X = 1, Y = 2, then the answer to the question is YES
Combined, INSUFFICIENT

Final Answer: E

I received a PM asking me to comment.

Statement 1: 2x < 3y
Rephrase one variable in terms of the other.
x < (3/2)y.

If y=2, then x<3.

Case 1: y=2 and x=1
In this case, x<y.
Case 2: y=2 and x=2.
In this case, x=y.

Notice that BOTH statements are satisfied by Cases 1 and 2.
Since x<y in Case 1, but x=y in Case 2, the two statements combined are INSUFFICIENT.

The correct answer is E.
