Good Ques indeed....!

IMO D

although i knw that amount is used for uncountable items

and

fine is countable

BUT STILL

i choose D b'coz logically it is fine here b'coz there will be one fine for violation... to prevent violation, amount needs to be increased not the NUMBER OF FINE....!

IMO it should be C.

B & E are ruled out because of incorrect usage of 'have'.
A is incorrect because of using 'their' for administration, 'its' is the correct usage.

D, though it looks tempting, is wrong. If the impact was on a single fine amount it should have been 'amount of fine' and if the reference was to 'increase multiple fines' it should have been 'amounts of fines'.
