Phrase1:-
more verb in X than in Y
more verb in X than it is in Y
Phrase2:-
verb more in X than in Y
verb more in X than it is in Y

Is the phrase "it is" unnecessary in both the phrases?

One advice: Do not go this way, SC will get tougher like this. I used it earlier and failed. Go by the meaning and you will confidently and correctly do the SC.
