The best situation is to apply when you are employed and working full time. However, being on paid leave will not be seen as a negative per se, and the adcoms will always view your application holistically, so this potentially minor drawback (and it may not even be a drawback depending on specifics) would be considered in the broader context of your entire candidacy.
