Another issue with this sentence is parallelism. for failing... and for failing should be maintained as in (E).
My opinion:
Secondly is an adverb form of Second and secondarily is an adverb form of Secondary. Usage depends on the meaning and intent of the sentence.
Since "First of all" has been stated in the non-underlined part, secondly is appropriate to this sentence.
