Charter schools are independent public schools that are given greater autonomy in exchange for increased accountability. Charter school operators are freed from many of the regulations of the traditional public school bureaucracy, thereby allowing them to pursue more innovative educational ideas than non-charter public schools can pursue. At the same time, charter schools are held accountable for achieving specific educational outcomes and are closed down if those outcomes are not met.

IMO D.

B is wrong as the argument talks about students who enter the school with writing ability, but what if they are not taught and practiced in the charter schools, the skills will deteriorate.

D. The statement itself is understandable.
Getting defeated is just a temporary notion, giving it up is what makes it permanent.

Definately the answer is D. No doubt about it. In an inference question, you need to answer what is stated. In this question you need to find out a relation between AUTONOMY, TARGET AND WRITING ABILITY.

Option D does it. Charter school students have more autonomy that is the premise and hence they need to meet their target. in this case writing ability...

B :- While it is ture that majority of students who scored above 99% are from charter schools but the total number of students in this group can be low. IT could also be true that , on average, majority of all the good performers are from the non-charter schools.
