It should be B because of the following reasons...

A. that for every dollar spent on controlled small scale burning, forest thinning, and the training of fire management personnel, it saves seven dollars that would not be spent on having to extinquish --- it saves... it has no logical referent

B. that for every dollar spent on controlled small scale burning, forest thinning, and the training of fire management personnel, seven dollars are saved that would have been spent on extinguishing - correct...

C. that for every dollar spent on controlled small scale burning, forest thinning, and the training of fire management personnel saves seven dollars on not having to extinquish -- lacks parrallelism... should be seven dollars are saved...

D. for every dollar spent on controlled small scale burning, forest thinning, and the training of fire management personnel, that it saves seven dollars on not having to extinquish -- same as A... that is required in the beginning... also akward structuring...

E. for every dollar spent on controlled small scale burning, forest thinning, and the training of fire management personnel, that seven dollars are saved that would not have been spent on extinguishing -- same as D...

Can anyone please explain -

1) error because of it. (I am able to get it)
2) This is correct but i think this will show a run on sentence as both Independent clause are joined by a comma.
3) Saves does not have a subject - ??
4) error because of it (I am able to get it)
5) Introductory that makes a sentence fragment .... How ???
