dispersed equally to X as to Y is the structure here.

B - to is missing
C/D - usage of semicolon is wrong as the sentence would be incomplete.
E - as it would to - verb is missing

Hence A.

There is no correct answer here. Equally as is unidiomatic. In the non-underlined portion, it is unclear what is being modified by as provided. Also, dispersed doesn't convey the intended meaning. To disperse means to distribute WIDELY; something can't be distributed WIDELY to a doctor. What is the source of this SC?
