For the first questions I will go for B

A talks about losses but argument talks about opportunity loss

B talks about opportunity gain even though not good enuff but long term - mimics the argument

C No competition in the argument

D US is joining Foreign and not vice versa

E. Opposite of the argument

Second question I will go with E - its more because of POE

A Doesn't mention anything about the project being big

B Quality of performance is not mentioned in the argument

C The argument does not talk about cooperation in the past (maybe renaissance has some relevance, not sure)

D The argument says it is worth undertaking, so this is opposite

E This is the only one that makes sense.
