Idiom dilemma

The answer to both question is C

For 2nd question, as much as should be used since population is a non countable noun.

But for 1st question, number of fines , amount cannot be used since fines is countable.
Is it amount of fine? or number of fine?
and is population not countable?

OK,

Number of fines - It can be Illegal mining fine, Theft fine, fine for this, fine for that, etc.,
Amount of fine s - It can be $10,$30,$500, etc.,

Amount of fines is wrong!!
