Doubt:If you think of fine it has a monetary value attached to it. Thus saying amount makes more sense rather than number. Isn't option D better in that case ?
Official explaination says [spoiler]"Amount is used for uncountable quantities. "Fines" are countable, and so "number" should be used.[/spoiler]
