considered to be is wrong hence eliminating 1,3,5

But not able to reach to 2 which is the OA

yes 2 is the OA... as you said... considered to be is incorrect...

also it should be ,which rather than which

but i think there is some problem with option E
i think it is typo...
GMAT options are not that lame....i have not seen so...

Golden rule:

When 'consider' means 'regard as' in the sentence, 'as' should not be present. Almost always in GMAT, 'consider' is also not followed by a infinitive 'to be'.

Examples:

Critics consider facilities to be an integral part of the infrastructure. -- Incorrect
Critics consider facilities an integral part of the infrastructure. -- Correct

Which is usually not restrictive (doesn't give necessary information about the noun it's modifying), and is preceded by a comma. That is restrictive (gives necessary information about the noun it's modifying) and is not preceded by a comma.

That car, which looks like it could use a car wash, has three parking tickets on its windshield. (you could just say That car has three parking tickets on its windshield and the main point of the sentence is unaffected).

The car that has three parking tickets on its windshield is about to be towed away. (here, the that clause tells us which car is about to towed, essential information for the sentence's main point).
