Neither (1) nor (2) is sufficient alone as each one gives amount of flour and water separately.

From the question stem, we can consider 2 cases,

Flour/Water = 1/3 (and) 2/6

Using both statements,

Flour/water = (1+1)/(3+2) = 2/5

and, Flour/water = (2+1)/(6+2) = 3/8

We have different possibilities, E

(1) One cup of flour is added in the second step
(2) Two cups of water are added in the second step
After 1st step of recipe, let us assume that water = x cups and flour = 3x cups
After 2nd step of recipe, w : f = ?

(1) In 2nd step, flour = 3x + 1, but no info about the water in 2nd step; NOT sufficient.

(2) In 2nd step, water = x + 2, but no info about the flour in 2nd step; NOT sufficient.

Combining (1) and (2), after 2nd step, w : f = (x + 2) : (3x + 1) but we do not know the exact value of x; NOT sufficient.

The correct answer is E.
