Does the same hold true for other tests like Kaplan/Manhattan?
I only took 6 of the Manhattan tests so I can't really tell you with 100% certainty. However, I think that Manhattan and Kaplan have question bins just like the real GMAT and there are a certain number of questions stocked in each bin. That is to say, Manhattan has made a certain number of 700 level questions and so if you retake the test you should see some new 700 level questions unless you've exhausted all of the difficult questions. If you move up a level- from 500 to 600 for example, it is likely that you'll see a fair number of new questions.
