Hi Engin,

Since the last election, the lobbying effort initiated by environmental organizations, homeowners, and small business owners have increased awareness of pending environmental legislation.

Since Lobbying effort is singular so the verb should be 'has' in lieu of 'have' so based on this split you can eliminate A, B. Now look for the next split you can eliminate E also as it is wordy. So left with two answer choices to select from. The correct answer can decided by using the idiomatic split. The idiom is 'be aware of' so eliminate answer C and Correct answer is D.
