IMO D as "for the damage of"+noun seems correct also "giving compensation to" is right as compesation is given to state governments

may be some expert can shed more light on this question.

option A....
permits compensating rather than permits giving the compensation to avoid the redundancy....

I would stake on A

compensating state governments for damage to their natural resources but does not allow claims for injury to people. -- both underlined ones should be parallel.

Also "damage to someone" sounds better to me than "damage for someone" or "damage of someone"

to me permits giving compensating is awkard. But ya this is parallel. But IMO is A.

I am with 'A'.

I will try to explain my reasoning:

Federal legislation establishing a fund for the cleanup of sites damaged by toxic chemicals permits compensating state governments for damage to their natural resources but does not allow claims for injury to people.

(A) compensating state governments for damage to (The only remaining choice which is idiomatically correct)
(B) compensating state governments for the damaging of ('Damage to' is correct over 'Damaging of')
(C) giving state governments compensation for damaging (A noun should follow 'permit' wherever possible)
(D) giving compensation to state governments for the damage of ('Damage to' is correct over 'Damaging of')
(E) the giving of compensation to state governments for damaging (A noun should follow 'permit' wherever possible)

What is the OA?
