United States manufactures cut production sharply in January 2001, and, as a result, one index of their activity has dropped to a level they have not reached since the recession of then years earlier.
A. and, as a result, one index of their activity has dropped to a level they have not reached
B. with one index of their activity dropping, reaching a level not seen
C. with one index of their activity that has dropped to a level that had not been reached
D. causing one index of their activity to drop to a level not reached
E. causing one index of their activity to drop, and it reached a level it had not seen

A - Use of HAVE REACHED incorrect; past tense required; THEY should hv been IT (refers to ONE INDEX)
C - HAD BEEN REACHED (no other past tense mentioned so wrong);
B/C - changed the meaning (drop in index level is because of PRODUCTION CUT. This is not evident from B/C
E - HAD SEEN (no other past tense mentioned so wrong); Very wordy; sentence should have used THAT (A LEVEL THAT); its not clear what IT refers to (UNITED STATES or ONE INDEX); No consistency in the use of IT
