According to scholars, the earliest writing was probably not a direct rendering of speech, but was more likely to begin as a separate and distinct symbolic system of communication, and only later merged with spoken language.

A.was more likely to begin as
B.more than likely began as
C. more than likely beginning from

my answer is B

began as a system ...and later merged..

Idiom:More likely than or More than likely.
Hence A and E ruled out.
C is in present tense whereas the original sentence is in past tense. Hence C out.
Between B and D, B uses began which is simple past whereas D uses was begun which is past progressive.
Hence B better than D as it tells about something that has already happened.

My choice is B.
