Is it always required THAT after convinced? If no, then please explain when it it required?
Also please explain why we do not need to use fact in this sentence?

"the growing numbers" are already a fact - which, by inserting "the fact" separately, makes a redundancy-error.
In regards to the "that" I will wait for Optimus' reply.

Not always. If we have CONVINCED + CLAUSE, we need "that." For example: Mike is convinced that the Warriors will win the title. (The clause is in red.)Is it always required THAT after convinced? If no, then please explain when it it required?
However, if there is no clause following "convinced", "that" would not be required. For example: The prosecuting attorney convinced the jury of the defendant's guilt.
