Recent elections in a relatively young and historically unstable country in East Africa saw record numbers of voters, the peaceful rejection of an incumbent administration, the unprecedented access of media, campaigning marked by civility, and a renewing of nationalism.

First item in list is a noun expression. SO to make parallelism, others should also be a noun expression.

IMO E

A & B - out - campaigning and renewing are not parallel
C - the second expression "the rejection of an incumbent administration in a peaceful manner" is wordy
D - the first expression "number of voters" wordy

E - parallel and concise.

I found this one a little challenging, since this is a longer list than you usually see in these kinds of questions. A couple of factors helped me to eliminate choices here. First, the phrase "a renewing of nationalism" is unnecessarily wordy; "renewed nationalism" is more concise and also eliminates the gerund, which was technically being used as a noun but was not really in a parallel form to the other nouns. This gets rid of choices A and B. "Access of" is an incorrect idiom; one would normally say "access by" or "access to," depending on the meaning. Here, the more concise "media access" gets the point across without confusion. Therefore, Choice C can be eliminated.
The only difference between D and E is "numbers of voters" versus "voter turnout," and I would choose the latter, since it's slightly less wordy.

3) voter turnout, the peaceful rejection of an incumbent administration, unprecedented media access, campaigns marked by civility, and the renewing nationalism

I modified option B to 1,2,3. What is the problem here.

campaign is noun form so this is better.

campaign is noun form so this is better.
"Campaign" works in choice B, but "a renewing of nationalism" does not. The gerund form here is wordy and awkward. "[R]enewed nationalism" is a better choice. All three of your modifications above have awkward gerund usages; choice E does not.
