Building large new hospitals in the bi-state area would constitute a wasteful use of resources, on the basis of avoidance of duplicated facilities alone .

a. on the basis of avoidance of duplicated facilities

b. on the grounds of avoiding duplicated facilities alone

c. solely in that duplicated facilities should be avoided

d. while the duplication of facilities should be avoided

e. if only because the duplication of facilities should be avoided

I would choose E, but don't have a solid explanation of my reasoning :(
A: i don't think avoidance of ... is correct
B: avoiding would add new tense in the sentence and I don't think is the correct form of the "grounds of"
C: I don't like "solely in that"
D: "while the duplication" changes the meaning

I'd have chosen E as well. Note that the "alone/if only/solely" appears unevenly in the answer choices, which is a little strange. It isn't meaningless -- it implies that the author thinks that reason is sufficient on its own, beyond any other reasons put forward -- but it isn't needed grammatically for a complete sentence: choice E is fine even if you started reading at "because."

Duplicated facilities => already built?


So Building more hospitals -- will lead to Duplication of facilities

On this .. i rejected A,B, C

If you read A : carefully, the last word is "alone"

There is only ONE reason why "Building hospitals would be wasteful of resources"...

D: While cannot capture that "alone"

E: If Only (Because) -- CORRECT

Why can't it be B.

C,D,E are out

A & B convey the same meaning. A's construction seems awkward. B seems more precise.
