1. Building large new hospitals in the bistate area would constitute a wasteful use of resources, on the basis of avoidance of duplicated facilities alone.
(A) on the basis of avoidance of duplicated facilities alone
(B) on the grounds of avoiding duplicated facilities alone
(C) solely in that duplicated facilities should be avoided
(D) while the duplication of facilities should be avoided
(E) if only because the duplication of facilities should be avoided

plz explain the OA answer.

A,B - 'on' usage after comma is little awkward. what purpose it can server in that position.
C - 'solely in that' sound awkward
D - awkward
E - passive construction, not quite convinced with this option also but there is no other option as well

This is altogether an ill-formed sentence.

Someone pls comment..BTW, which grammar category this Q can fall into ?

I don't understand why E is correct. By process of elimination I had it down to C & E (so I guess that's good in case I had to guess). But if someone could provide an explanation that'd be great.

Suman, cut the crap of this question....After announcing this" prize/ discount " scheme I am just seeing Junk questions which doesn't resemble OG/Manahattan / GPrep Standarads..

I am annoyed completely these days seeing people posting" crappy" questions .

No offence plz guys...If u check previous posts of other users who are termed as" GMAT Destroyer" we have posted some qualitative queries that enhnces knowledge. Plz post " great /Tough/Logical" queries.
