Fact 1: 7T = 6W and V = 2W
IF....
W = 1
V = 2
T = 6/7
The answer to the question is (12/7)/1 = 12/7
IF....
W = 2
V = 4
T = 12/7
The answer to the question is (48/7)/2 = 48/14 = 3 6/14
Fact 1 is INSUFFICIENT
Fact 2: T/W = 6/7 and V/2 = 14
Since T/W = 6/7, we can substitute THAT ratio directly into the question.
V/2 = 14
V = 28
The answer to the question is (6)(28)/7 and that is the ONLY possible answer.
Fact 2 is SUFFICIENT.

I got it wrong because in Statement 1, I automatically changed 7t = 6w to t/w = 6/7 and thought i had sufficiency.

Hi Tmoni26,
There's nothing wrong with taking that approach with Fact 1, BUT you still have to account for the value of "V" also (which we're told is twice the value of "W"). As the value of W changes, the answer to the question changes.
