Here's how I broke this down:

Conclusion: Removing tariff = More profit for farmers BUT causes more urban unemployment

Evidence: Nut plants in urban areas; high tariffs = nuts sold to local processing plants

Assumptions: That plants would shut down or reduce employees if tariff removed; the increase in farmer-profit would not affect unemployment (no link between farmers/urban workers)

Question Rephrase: What makes the conclusion WEAK?

Prediction: Something that shows there is no link between unemployment and the tariff.

The correct answer is (E). If farmers are leaving the country for the city, then there IS a link between the farmers/urban workers. The author thinks that farmer profit = urban unemployment, but here it is actually a LACK of profit that is driving people to the city, thereby increasing unemployment.
