OA is C ...why B is not correct

I also thought answer to be "B". However, C might be the answer because here we are talking about recycling. When the grade increases after product is recycled, it doesn't make sense using the recycled product. It wont be further useful for recycling...

I'm going with B. No confidence on my answer. Can anyone tell OA?
