1st split "research indicates THAT" vs "research indicates". Idiom dictates the need for "that".
At the end is a list of things that people have done (what the research shows). Few ppl have (1) reduced driving or (2) made fuel a priority.
As always elements that are part of the same list should be parallel, so we can eliinate answers that don't match up "reduced" with "made". E is correct.
