In January 1994 an oil barge ran aground off the coast of San Juan, Puerto Rico, leaking its cargo of 750,000 gallons into the ocean, while causing the pollution of the city's beaches.

Oil ke SAATH chakar lagaya aur beach ko ganda kiya... B hi hona chahiyena??

B. with its cargo of 750,000 gallons leaking into the ocean, and it polluted ------> "leaking" and "it polluted" not parallel.
C. and its cargo of 750,000 gallons leaked into the ocean, polluting
D. while it leaked its cargo of 750,000 gallons into the ocean and caused the pollution of
E. so that its cargo of 750,000 gallons leaked into the ocean, and they were polluting

Contrast is not required here .

If going by HSPA's approach :-

Oil ke SAATH chakar lagaya jabki beach ko ganda kiya

Literally googled meaning of while in hindi :D

Op B is no doubt WRONG, because look at the pronoun IT, IT can not refer to "leaking" and its the leaking which caused the pollution not the OIL BARGE or CARGO

for example, consider two statements

1) Stock market crashed and caused a loss to the share holders---WRONG
2) Stock market crashed, causing loss to the share holders-----RIGHT

first statement, Stock market crashed and Stock market caused a loss to the share holders this statement is wrong as crashing cause the LOSS NOT the stock market
