let x=1,y=2 a) is satisfied. also 2x is multiple of y.
let x=4,y=5 a) is satisfied. 2x is not multiple of y.

y=m*x (m is an integer)
x=y/m -> 2x = 2y/m
2x is multiple of y only when 2/m is an integer (can be true when m=2 and can be false when m=3)

Say, x = 1 then 2x = 2, and 2x+2 = 4
1. Possible values of y from statement 1(2x+2 is multiple of y) are 1,2,4 (Insufficient since 2x which is 2 in our case is not a multiple of 4).
2. Possible values of y from statement 2(y is multiple of x) are 1,2,3,4,5...(Insufficient)
3. Possible values of y from statement 1&2(2x+2 is multiple of y, y is multiple of x) are 1,2,4 (Insufficient).

You should have used some other value for x to answer this. I am sure you can plug in many other values of x.
As y is a multiple of x, we should consider x integer. So, x=1/2 cannot be used.
