or

A private house in New York City is one that has fewer than eight units, is owned by an individual or individuals, and has no commercial space

of the above two which one is more correct and what is the reason for incorrect option

I think the second statement is correct.
Reason

1. statement 1 has a parallel maker missing.Structure is like this
A private house in New York City is
a building with fewer than eight units,--here and should be there
no commercial space
and is owned by an individual or individuals

statement 2 has correct structure.

i feel second option is correct.
first option would have been correct if "has" was present before "no commerical space"

A private house in New York City (is a building with fewer than eight units),(has no commerical space), and (is owned by an individual or individuals)

Considering the two options given... I feel both are incorrect... But 2nd one is slightly better than the 1st one...
A does not maintain the parallelism as mentioned before...
B uses construction one that...Now one identifies the house. When you use one to identify something, you dont need to use that to again identify the house...
But on GMAT, we always consider concision last followed by grammar and meaning.. (G>M>C)So, second choice is better..
If there were 5 options, I don't think any of the answers would be correct..
