What digit could be in the ten millions place of a number that is greater than 25,000,000 but less than 73,000,000? Explain

What digit or digitS?

IMHO it coud be 0 1, 2, 3, 4, 5, 6, and 7 but not 8 and 9 bacause numbers with these digits in the ten millions place can not be less 73 000 000.
