Although energy prices have tripled in the United States over the last two years, research indicates few people to have significantly reduced the amount of driving they do, nor are they making fuel efficiency a priority when shopping for cars.

C. that there are few people who have significantly reduced the amount of driving they do, nor having made

What is wrong with options (A) ad (B) ?

{A} - INCORRECT; without "that" the meaning is distorted; "nor" is better usage with used with "neither"
{B} - INCORRECT; without "that" the meaning is distorted;
{C} - INCORRECT; "there" are shows that research is pointing some specific few people; "having" is not parallel
{D} - INCORRECT; we need "or"
{E} - CORRECT;

What is the OA??

The sentence needs " that" after indicates to make it correct.

A- No "that"
B-No "that"
C-"nor having made" is wrong usage. "or" must have been used instead of "nor having"
D-again "or" must have been used here
